Exactly. Can't he just say, "I'm Commander-in-Chief," and go on to explain in whithering tones and condescending detail exactly what that means? Oh, I forgot, he's brought a "new tone" to Washington. (We have discovered that Mr. Bush DOES consider himself to be an intellectual inferior to those in Congress.)
Ignore the fact that he's leading the world in the fight against terror, and criticize the words he uses to say it.
