If I had to 'guess' what this was all about I'd say:

The 'embassy' we raided 2 weeks ago, the one the state dept has said found details of direct Iranian involvement in Iraq.

It had a few other 'nuggets' that we didn't expect (or at least couldn't count on) and this was a loose end that needed to be cut.

In either case, they didn't want to do this, backed into it, pragmatic course of action and all that (remember Saddam killing off terrorists he harbored for years in the weeks prior to us going in).

Win/Win IMO...
