He did answer the question. He said Blitzer was out of line. He's right. Cheney was there to answer questions relevant to his position as VP, not questions of a personal nature.
Wolf didn't ask the VP if he ever had hemorrhoids, the clap, about his manhood or his sex life. Wolf asked Cheney about one of his two children, who has been involved in national politics. A lesbian daughter who is pregnant and about to give birth out of wedlock. The best way to handle such a serious of questions, is to just give an answer and move on. You people are acting like this is some kind of unethical inquisition. It wasn't! Politics isn't for the faint of heart or thin skin whiners either.
