Appropriating money for a fence is not the same as actually doing the *WORK*. San Diego is still waiting for the infamous existing fence gap known as "smuggler's gulch" to be finished. It's been waiting since the Clinton years. There's money, there's no longer environmental barriers and yet it's still wide open. The extra border patrol has been a severely underfunded mandate not unlike Clinton's "100,000 new cops."
My bottom line? Dull speech (mercifully not too long). It was not "different," was another laundry list full of many of the usual pie-in-the-sky proposals.
