Such things are necessary to operate a motor vehicle on the road. The fact that such things are not required for a bicycle does not confer someone operating a motor vehicle more rights to the road than someone operating a bicycle.

Pssssst. I don't have a seatbelt on my motorcycle either. As far as having the same rights, here in Texas I do. It's the law, end of story.
