They aren't sending any message. Did Hitler "send a message" in Czechoslovakia? Western liberal governments send messages - the Chinese are simply proceeding with their military expansion (i.e., space program) as intended.
I've wondered if China's action has anything to do with the buildup of our navy in the Persian Gulf. That is, whether China's message might be: don't mess with our ally (Iran) or we will cripple your technology.
