It's easy to list the things Bush must say to rally the country, but he isn't going to say them. Congressional members are behaving disgracefully, but they are getting away with it.

I don't know what the rules are for calling a joint session of Congress. Since the 'Rats are in charge of both houses, maybe they can do it. But the Republicans can boycott the speech, if Webb gives it. It wouldn't look the same as a State of the Union address.
