Question to anyone who knows?

Does ethanol have to be produced from corn?

Is there a non-human consumable plant that might substitute for corn?

No.

Many other things can be used to make ethanol - even the left-overs from growing corn...Iowa State is working on equipment that catches & bundles what's left after the combine harvests the corn kernels to be used in producing ethanol.

Alcohol came be made from lots of stuff. Didn't Bush bring up pond sludge? I remember in chem class, ethyl alcohol (vodka) can be made from crude oil.

Other things can be made from alcohol, besides fuel. Heinz white vinegar is made from 190 proof grain alcohol. Look at the hand sanitizers: Ethyl & propyl alcohols.
