I think that these are the key words. What if you are not sick? What if you like to smoke or eat high fat foods? What if you like to drink a little booze? What if you like guns?

All of these things can make you Sick by some definition.

(I think the Medicaid HMO plan wants to encourage preventative care -- as long as it doesn't expand the existing program, personally I am OK with it.)
