China's soaring spending on technology research and development now exceeds that of Japan. An authoritative recent study shows that if current trends continue, China's R&D spending will pass the European Union in four years and the US in seven. If China's spending continues to accelerate or if the US rate slows, China could be the world's leader even sooner.
Make no mistake: with China's much larger population and lower production costs, the only way the US can maintain its high standard of living and military security is to retain vastly superior technology within its borders. This does not mean global companies incorporated in Delaware but producing in Shanghai; it means companies working within US borders.
Previous anti-satellite weapons tests, conducted during the Cold War, involved either co-orbiting killer satellites (the Soviet approach) or an air-launched anti-satellite missile (the U.S. approach, also considered by the Soviets but never attempted). Some tests involved shooting ground-based anti-missile missiles toward satellites, but those missiles never hit their mark. And a NASA flub of a robot rendezvous in 2004 resulted in the active satellite accidentally hitting but not damaging its target satellite.

I was a Globalstar shareholder when the award happened/didn't happen.
Schwarts' securities fraud case was settled, but nothing is happening except overworking the Post Office with forms, LOL. The satellite constellation is still up there, but the shares were extinguished. Loral got the share/bond holders and other creditors money, and thereby assured income for creating the hardware, and everyone else got nothing.....including Qualcom, who made the phones and gateways.

I wasn't joking. In any war between the U.S. and the nation of China that dam will be a key military target. Not only will its destruction help de-power Chinese defense systems and her manufacturing ability, but it will also help to devastate the will of the Chinese people.
Expect the vastly superior tech to become obsolescent. It can happen in a country that cancelled its superconducting supercollider and moon program for lack of interest.

I agree it would be a horrendous loss. OTOH, what are the consequences of saying that we won't attack a strategic resource if it's surrounded by a sufficient number of civilians?
The dam just happens to be quite vulnerable due to the poor quality of the concrete pour. The dam leaks. The concrete must be full of voids. To cut cost and schedule, did the Chinese decide to skip vibrating the molds while pouring and allowing the concrete to set?
It might take less of a hit than expected to breach the dam.
