You said -- "Essentially then you have given up on civilization. On nations acting in concert and with just war force. Your answer for jihad is jihad."
Yes, during WWII we "gave up on civilization" in order to save it. We fire-bombed Dresden into flames, we burned Tokyo as much as we could, we flattened two Japanese cities of civilians with our atomic bombs (the only ones ever used to kill civilians to this day). We absolutely slaughtered people (civilians) in order to win the war and win it quickly. That's history, and we did it.
In this country, we quit making cars for several years turning them into military factories, we rationed things to the public, we put people to work specifically making things for the war, we had people *forgo* normal lives (as they knew before the war) in order to win the war.
So, yes, during times of true war, we do give up on civilization, in order to gain it back once again.
And unless we do that again, here and now, with the evil political idealogy of Islam, we will lose our civilization instead of trying to save it with some false ideas a "gentleman's war" (which the Islamic hoards care nothing about).

We have a devisive situation in Iraq because we failed to do just that.
We failed to have " a monopoly on aggression" after our strategic victory. We failed to concentrate the mind of all Iraqi's bent on violence on staying alive against our retribution.
They took the opportunity to settle old scores, but most importantly to foist new power structures of their own.
None of those failures would have been averted by a war on a religion -- and a global war at that.
Breemer failed to apply administrative expertise and allow the military to be the military.
