CA: Governor says health reform, early primary will give state clout

SACRAMENTO (AP) -- Gov. Arnold Schwarzenegger said Wednesday that California would be "an example for the rest of the country" if it adopted universal health coverage, something he insisted he wants done this year.
"Let the rest of the country look at us in a jealous way and just say, 'How did they do it?'" the governor said at a luncheon meeting of the Sacramento Press Club.
Schwarzenegger also said he wants to move the California presidential primary up, so the state has a role in the decision-making process. As it is, he said, candidates come here to raise money but do little campaigning.
"We're kind of an afterthought when it comes to the presidential campaign," Schwarzenegger said. "I mean, all those guys come out here, and they clean up, and they take the money and run. Millions and millions and millions of dollars - both parties."
Assembly Speaker Fabian Nunez, D-Los Angeles, has been working with Schwarzenegger on a proposal to create an early presidential primary, perhaps on Feb. 5 or 12. The primary election for other offices, such as state legislators, would still be in June.
The two sides have different motives. Nunez, whose term ends in 2008, is looking for a way to extend term limits. Schwarzenegger wants to change the way political districts are drawn.
Changing the presidential primary is part of their negotiations. An early primary would give legislators a chance to place a measure on the ballot seeking to extend their terms. If it passed, they could run again for their old offices in the regular June primary. The governor, who faces term limits in 2010, could be included in the deal.
The talks also include placing a separate measure on redistricting on an early presidential primary ballot.
Schwarzenegger did not talk about term limits in his remarks to the press club. But he did say, when asked if he wished he could run for president, "I am very happy with my job, and that has not been my goal, to run for president."
Schwarzenegger said he was more concerned with achieving reforms, such as universal health coverage. His plan, which requires everyone to buy insurance and would make businesses, doctors and hospitals contribute to the cost, has put a broad range of health care interests on the defensive.
The governor convened a meeting Wednesday to seek a consensus with business and consumer groups, which are on opposite sides of the debate over how to pay for universal coverage.
Consumer groups worry the requirement to carry insurance will place too heavy a burden on individuals, given how much insurance premiums go up each year. They also want businesses to pay more than the governor initially recommended.
Under Schwarzenegger's plan, businesses must spend at least 4 percent of payroll on health costs or contribute that much to a state fund to cover the uninsured. That is far below what most companies pay, but small businesses say even that is too high for some employers.
Participants described the meeting as cordial, although there were no breakthroughs.
"I think the consensus is everybody agrees we got a hell of a problem," said Scott Hauge, president of Small Business California.
Adam Mendelsohn, the governor's communications director, said Wednesday's meeting was just a beginning.
"For the governor, this is about having a debate about the most pressing issue facing the state right now," he said. "And having a debate means working to build consensus amongst the groups that are going to be affected."

Any package that includes term limit extensions just isn't going to pass, and will likely bring down redistricting or any other reform measure on the ballot with it. Voters don't like power grabs.

(snip) Schwarzenegger actually proposes to use an old Medicaid trick that would put non-Californians on the hook for much more than half the cost. First, he would boost state payments to providers, which triggers federal matching funds. But then he would tax the providers so much that he would recover the states initial outlay plus most of the federal matching funds, which he would then use to finance the rest of the plan. At the end of the day, California would spend zero extra dollars on provider payments, yet the ruse would net an additional $1.3 billion from taxpayers in other states.
After one cuts through the budget gimmicks, one finds that Californians would contribute only $1.3 billion to the plan, while taxpayers in other states would contribute $4.5 billion or over three times as much.
Of course, that's just dealing with less than half of the total bill. The rest will squeeze doctors, increase premiums for businesses and the rest of us, and reduce the quality of care that most receive today. Oh, yeah... and make sure you live a "healthy" life, or Arnie will charge you even more! I hope you like going to that nurse practioner at Walmart. Who really needs doctors, anyway?

Please put on your skeptical visor for the next 4 years. Redistricting is only as good as the details in the fine print. If it is being hatched by Arnold and Núñez, and favored by the majority of democrats, it is most likely not a good thing.

Governor Schwarzenegger made his annual appearance today at the
Sacramento Press Club. And as usual, he fielded questions on just about every political and policy topic out there.
Contrary to some of the suggestions made recently, the governor downplayed his intentions vis-a-vis the 2008 race for the White House. He said he wants the major parties to address important issues, but he's not ready to get too involved in the campaign.
"I'm not going to chase the presidential candidates from state to state," he said.

The governor also reiterated his support for moving the state's presidential primary to February. "I'm interested in making California a player," he said.
And is there any chance he'd endorse a Democrat for president? "We all should look at all the candidates carefully," said Schwarzenegger. Later, he seemed to reiterate support for Republicans... but not without a lot of caveats. [You can here that answer

House Speaker Nancy Pelosi (D-SF). "I really don't have a relationship with here," he said matter-of-factly. The governor went on to say he
