Does the things you cited give Border Patrol agents the right to use deadly force in non threatening situations? Of course not, because if they had that right, these two clowns wouldn`t have tried to cover up their actions.See here's the problem. You believe everything the US Attorney has put forth. I don't and it is because the government often punishes innocent Agents. The Ramos/Campeanos case would just be the most egregious example if their case was overturned on appeal. Other problems are the incoherent press releases coming from USA Johnny Sutton's office. If Sutton's case had any merit he shouldn't have to grab at so many straws.

Well, thanks for the insight. I should have known that its the US Attorneys that lie, not the Border Patrolmen that were caught in several lies. I should have also figured out that the President was bored one afternoon and decided he wanted to add some spice to his life and screw up two innocent Border Patrolmen.
Please help with this, after shooting the Illegal in the back/butt, why didn`t the BP agents walk over and arrest the man. According to them, he was knocked to the ground by one of their rounds, was alone, and there were two of them? Why no arrest? Doesn`t pass the smell test.
