how do you figure that? how is it "on congress" now? I would agree with you, had CONGRESS challenged the constitutional authority of the President to bypass FISA, and won that case, then it would have been "on congress". But how is it "on congress" now, when the administration voluntarily agreed to restore FISA jurisdiction?

Yeah...but Congress is causing 95% of our problems in this great nation of ours...so whom is going to blame them for another attack on the U.S. that actually has some pull on the American voters?? Kind of a dumb question but I hope you get my point....
