Superman is an American. He can't declare war on his own. Since neither President Roosevelt nor his successors declared war on the USSR he had his hands tied (though I'm sure he still helped out in some covert actions).

He was born an alien from another country on another planet. I *think* his immigration status was cleaned up after he became an adult (in the 1988 amnesty, if not sooner). No one can deny that he entered the country illegally, if involuntarily, when he was an infant.
I do have to admit -- Superman is doing a job that regular Americans cannot. It is a good thing he has become a naturalized American citizen (despite starting as an illegal alien), because otherwise some Freepers would be complaining about how Superman is abusing the work visa program.
