A question: Would a Barack Hussein Obama or Hillary Rodham Clinton administration give these guys up? Both are liberal lawyers committed to the "rule of international law." Both are eager for the approval of America hating Euro-socialists like the gang in Madrid. Neither considers the US Armed Forces as a constituency. When the presidential campaign begins in earnest, both must be asked about this. So it's on the record.

No,that's not what it means.It means that,with the possible exception of the UK,Australia and a few of our Eastern European allies,there's not a country on earth that wouldn't extradite them to Spain.Translation...these men would be very unwise to ever venture outside the US while this "warrant" is outstanding.
