He issues the orders to
the military.

They don't wait until
Pelosi tells them to go!
Congress only plays

if Bush has to ask
for money to settle in.
But to smash Iran

I do not believe
Bush needs anyone's okay.
I hope he doesn't.

A President needs Congress to declare war to go to war.
In the event of some emergency he can act.

Is Iran stupid enough to provide such a rationale? Doubtful.

This being the case, can someone provide a scenario where this aramda is not just for appearance sake?

I hope Bush is smarter than that. Yes he can order the initial strikes, but after that Congress will put the screws to him. We are playing "PC War" in Iraq right now for similar reasons.
