President Bush had the advantage of a Republican-controlled Congress for six years. The Democrat minority had virtually no chance to get its social liberal and anti-Second policies heard let alone passed.
That will change if a social liberal is voted into the White House.
A Giuliani-Reid-Pelosi social liberal triumvirate is likely agree on many pernicious policies:
First, they hate guns and distrust citizens who have them. Look for tighter gun controls and far more aggressive prosecution of gun laws by the BATF. Remember: Giuliani is a former prosecutor. Unlike any other previous president, he will know how to aggressively push criminal laws to fulfill an anti-gun agenda. You can expect him to take an intense personal interest it.
Second, they will likely agree on expansive federal hate crime legislation. Such legislation is designed less to secure justice than it is to secure and compel submission to the radical gay agenda by making social conservatives fear speaking out against homosexuality.
Third, they will likely agree to allow gays to serve openly in the military.
Fourth, they will likely agree on "moderate" SCOTUS justices--liberalspeak for left wing loons. At best, Giuiliani will "balance" the two likely appointments he will get by appointing at least one "moderate" to keep the split at 5-4 in favor of a liberal activist court. By appointing a nominal conservative he will assert he acted conservatively, but the result will be no change at all.
This is just the start. There are far more social conservative issues that a Giuliani-Reid-Pelosi triumvirate will agree on than it will disagree on.
A Giuliani administration would be an unmitigated disaster for social conservatism across the board.
