Based on my time in Texas...if they were on vacation/visiting family, they license plates on the van would be from Mexico. It's unlikely, they would rent a car from the U.S. Anything things possible, I guess. However, I suspect if their license is from the U.S., they are illegal. But I haven't heard anything about their tags....
