What exactly does a State Attorney General do if he lacks the power to transfer or dismiss a rogue D.A.? (Revealing my ignorance but that's not news. ;))

I think the attorneys in NC have made this state's legal system into a travesty where they, and they alone, weild the power.

I know that the DA sure seem untouchable according to their rules.

Just imagine what he has done to people who don't have the $$ for good attorneys.
