Also, if Fincher is over 45, he is not a member of the Militia of the United States under US Code TITLE 10 > Subtitle A > PART I > CHAPTER 13 > § 311. If he's a veteran under 64, then he is a member. §311 refers to §313 which extends the age to 64 for veterans. 17-45 is for non-veterans; 17-64 for veterans.
