Yes, he could do that. His testimony wasn't perfectly clear that Nifong told him to leave the exculpatory data out of the report, but he got as close to it as he could.

Nifong recusing himself could ease Meehan's concerns regarding Nifong's retaliatory measures if he were to fully testify against him to save his own skin.

Well in court Meehan claimed it was his idea to withhold and that Nifong agreed. Since no notes were kept of the meetings he could change his story and Nifong would have nothing to contradict him. That would mean Meehan perjured himself but immunity from that would have to be part of the deal. (We're up too early on a Saturday.)
