No, the primary aim of this legislation is to give union workers a pay increase as their pay is often indexed to the minimum wage.

Do you, or anyone, have an example of this? I have never seen, or even heard of a contract indexed to the minimum wage. Who would sign such a contract dependent on the vagaries of legislative action? Certainly not the unions. Anyone?
