It was a serious, measured speech. If he had been more emphatic, he would have been accused of being a cowboy. You know that some people will bash Bush, no matter what.

VERY good point. However, not sure if it was because I was looking at it on the computer or what, but he came across as one of those late-night history teachers on the PBS channel. It may have been the room he spoke from with the bookcase etc. Perhaps that was the idea - I know lots of work goes into planning these speeches. Books, history, knowledge, reserved, measured, etc.
Now if only the new battle plan will cut back a little on the reserved and measured part (speak softly and carry a big stick).
