By that time it will be too late to do anything but take the bullets out of our guys weapons. They don't have the stones to do that and if they do the POTUS has enough power to redirect existing funds.

A question for whomever wants to answer:
If W starts some action now towards Iran, and ramps up the shock-n-awe show in Iraq, and then Congress manages to pass legislation to pull the plug on funds...what happens next?
Can the pres veto and say, too bad? Would everything come to a screeching halt? Would it take a long time to come into effect? Would he find funds elsewhere?
