Why even give a speech? Everything he seems to want to tell us has already been leaked out.
Are you serious? This is a speech for the country, the world, our military, but to those that are not that politically engaged to read anything that has leaked. Besides, he needs to go on TV and say it directly to the people rather than have the biased media interpret (i.e., skew) what his plan is.
Maybe the hyped speech was a ruse to surprise the insurgents and the Democrats, who thought they would be debating the surge.
