Wow, so if you're under an FBI investigation all you have to do is cancel interviews and refuse to cooperate and you're off the hook!

I wonder if that would work for us citizens/serfs?

I don't think so. In this case there is a perp under investigation for leaking info from "Government Agency A"- the agency is the one victimized, the "victim agency", and it is these guys who refuse to cooperate.

Let's say that you are assaulted (this is only an exercise), the cops have a suspect, and you refuse to give any information about what happens, so the cops let the guy go due to lack of cooperation from the victim.

That's what happened.

As to WHY the CIA or whoever does not want to cooperate, that's the interesting part. I'd love to see someone paddled for leaking classified, but perhaps the "victim agency" feels that too much would be revealed by going to trial- maybe the discovery process would be used to pry more classified out into the open or something.
