I just finished reading John Ashcroft's book "Never Again", and he discusses this in some detail.
Berger was the selected representative of the Clinton Administration to grant clearance to, in order to prepare for the 9/11 Commission.
Because no master index was kept, apparently...we don't know what we don't know, so, we don't know what EXACTLY is missing.
John Ashcroft thinks the most likely pilfered/stolen/destroyed documents were parts of the Millenium After Action Report (the document created by the Clinton administration that analyzed the measures taken by the administration leading up to and after 1/1/2000)

I understand your frustration at the Bush Administration's lack of aggressiveness in defending themselves against all of the mud that the dems throw up. What amazes me is that you would conclude that the Bush Administration is 'corrupt'.

In reading the Commission's final report, lo and behold...Bruce Lindsey's name@ Seems in one of his many phone calls while at the archives, Sandy called Bruce, the shadowy fixer for Clinton. Lindsey has always been in the shadows 'helping' cover Clinton's rear end....and is still on this lifetime job.

The Bush "can't we all get along in Washington" pablem from the beginning was a big mistake. His "turn the other cheek" attitude when dealing with the Democrats was and is simply daft. If you let the Democrats slap you in the face over and over eventually the public comes to see the president and his party as weak.
In American politics when Republicans do not fight back they give the media all the ammunition they need to keep the leftists attacks on the front page. Eventually people see not only the weakness I describe above they also start to think that the administration ain't so bright. The "Bush is stupid" thing stuck because it seemed to fit.
American politics is bare knuckled and blood sport. Watch the Democrats now and you will see what I mean. They will march in step and get what they want.
The president and the Republicans blew it. They did not lead and because of that nobody followed. They totally fogot about who got them elected. The Republicans in Congress and the president did not act like they were serious people. Couple that with their timid responses to constant media and Democrat attacks and they got their clocks cleaned.
George W. Bush should have gotten pissed off a few times. He should have at least vetoed something. Instead he looked like a doormat. He may not actually have been one but that's how we looked. And watching movies with Ted Kennedy? See what Teddy is doing today? He's saying Iraq is Bushes Vietnam. Have you heard the presidents response? I haven't. Dumb dumb dumb...
