Democrats (Pelosi) want to gut The Proliferation Security Initiative (PSI) and make it a UN Function
The American Conservative Union ^ | 1/9/2007 | J. William Lauderback

Dear Fellow Conservative: In the first bill being rushed through the 110th Congress, liberal House Democrats are attempting to surrender a key aspect of our homeland security to the United Nations.

H.R. 1, Mrs. Pelosi and her ultra-liberal pal’s first attempt to draft legislation to make America safe since 9/11, contains language that would subject our country's most effective counter proliferation initiative to limitations imposed by the UN Security Council.

The Proliferation Security Initiative (PSI) is a four year-old program, created and led by the United States that allows America and our allies to interdict the transfer of banned weapons and technology. The program consists of 14 core partner countries and dozens of additional supporting nations, all of whom share a mutual interest in preventing the spread of WMD.

Incredibly, H.R. 1 would express the Sense of Congress that this program needs to be authorized by the UN. Talk about surrendering our national security to UN bureaucrats!

It should be obvious that the PSI functions precisely because the UN is not directly involved. Allowing the Security Council to govern the program would instantly jeopardize the intelligence, routes, and methods used by American and allied forces as they try and keep dangerous weapons out of the hands of terrorists and rogue regimes.

Even more ominously, the Democrat proposal would essentially hand over our efforts to stop nuclear proliferation to a global body that has counted among its membership in recent years both Pakistan and Syria. It is already a goal of the Bush Administration to broaden international participation in the PSI. It should not be a goal to expand that membership to the proliferators themselves.

If this effort is part of a broader agenda by Democrat leaders to globalize America's foreign policy and national security, it must stop now. This afternoon, Republicans will offer a motion to commit the bill H.R. 1 to committee with instructions to remove this language and ensure that America's homeland security efforts are not controlled by the United Nations.

Our national security depends on you calling your House Representative right now and urging him or her to vote YES on the Republican Motion to Commit on H.R. 1 to committee with instructions to remove this language that would jeopardize America. Please go here for the phone number of your House Representative. Sincerely, J. William Lauderback Executive Vice President The American Conservative Union

A friend of mine sent this to me, and I confess, I was unaware of this program, the Proliferation Security Initiative (PSI). It sounds to me like an interdiction program, and getting the UN involved in it is the last thing we want to do. Is anyone aware of this program?

So the glorious UN with its record of keeping world peace (or should we say pieces!!) of Rwanda, Somalia, Kosovo, Haiti, Beruit, etc and its weakness in confronting evil dictatorships - AND these idiots Democrats want to hand over WHAT to them????

As someone here once said "Liberalism is a mental disease".

No wonder why they want to ram all this through in 100 hours with little time for the voting reps to absorb the content, let alone the public. "I smell treason, damned bloody treason," to borrow a phrase.

The thing about this is that it's a "Sense of Congress" resolution. From my understanding, it doesn't have the force of law. Anyone care to correct me on that?

You are correct.

The Dems are giving lip service to the pro-UN constituency.

That they are doing so, they evidently don't want to advertise. Thus, they bury this senseless piece of dreck in the hubbub of their fabled "Hundred Hour Program".

Calling attention to it will merely embarrass them -- that is, if they were capable of embarrassment...

To: rlmorel; All

Was giving this program over to the UN part of the 911 commission's DEMANDS ..??

I believe Pelosi kept saying one of the first things the dems were doing to do was complete the 911 commissions recommendations .. I guess that would mean the dems would complete the list of demands even if they weren't good for America.

Here is Minority Leader Boehner's press release after the voting today:

"I was proud to support a Republican proposal to prohibit transferring authority for the Proliferation Security Initiative to the United Nations. America’s national security is the sovereign responsibility of America alone. It should not be outsourced to foreign governments and international bodies."Unfortunately, the Democrat proposal will undermine the effectiveness of the PSI by forcing the United States to seek the permission of foreign governments before attempting to interdict illicit WMD material, and by providing all members of the UN access to the strategies, routes, and participating countries in the program.

“The PSI is a critical national security initiative that uses diplomacy, intelligence, and other tools to stop the proliferation of weapons of mass destruction. The 9/11 Commission report recognized the PSI as an effective program and suggested it be expanded, not transferred, outsourced or commingled with the programs of multilateral regimes. http://gatewaypundit.blogspot.com/

How does this work? If they are blocking republicans from offering amendments how will it get to committee? These sort of things should be run as commercials against the democrats when they are offered for votes.

Good God. Who says there is no difference between Republicans and Democrats?

Probably not too hard to figure out who the 68 Ayes were.
