Who was the Sec Def in the Clinton administration that refused to allow either armor or an AC130 strike as our Rangers were being butchered?

It's good to know they're being used, and dead Al Queda are always a good thing, but IMHO, it's too little too late. We lost a lot of good men that day. And it was one of the things that convinced Bin Laden that he could strike the US with no repercussios.
