It`s the corruption. I know Mexicans in my neighborhood who say it`s so bad down there, that if someone robs you, or even if someone kills a family member, you literally have to pay off the police to investigate. It is corrupt in every area down there, from the highest to the lowest level possible, it`s just one big greaseland. You gotta grease anyone and everyone to get anything done, just one big land of Banditos. This is main problem, and I really don`t think Vincente can do much of anything...
