May I assume then that no meat will be distributed in any form, as that would discriminate against Hindus?
when I was growing up, my mom always, always, always gave us two choices for dinner..take it, or leave it..if we left it, which was rarely unless she made beef liver, we went hungry (although we did munch on apples and stuff)..
it seems to me this is along the same lines..if you don't want to eat pork soup, don't eat it..find another handout somewhere..
