Why should he have to tell them to do their jobs? If they're not doing their jobs now, why would it make any difference for the President to tell them to do so?

Ummm, because they aren't doing their jobs now?

If they're not doing their jobs now, why would it make any difference for the President to tell them to do so?

Ummm, because as chief executive he could FIRE them for insubordination?
