Flying two flags on a pole is acceptable protocol, I believe.
The Arizona flag is below the American flag on a single pole at the high school I work at, and no one has complained. And this is the school all the base kids attend, so I am sure if it were wrong, one of the Marine parents would have called them on it.
Two flags on the same pole is wrong, wrong, wrong. When in doubt, check the Boy Scout Handbook.
