"... the City of Philadelphia is paying for the wrongful imprisonment of an innocent person, resulting from the negligent behavior of their an innocent error by the police and the complicity of a judge who set the ridiculously high appropriate bail for that amount of drugs ... ALL of which was brought about by that "innocent" person acting stupidly.

There were no illegal drugs in the possession of the woman who was imprisoned. If this was an "innocent mistake" by the Philadelphia police, then they need to invest in better field-testing equipment and improved training in its use. As for the reasonableness of the bail, it seems to me to be substantially in excess of the amount required to ensure her appearance in court, and contributed to the length of her (wrongful) incarceration and the amount of the settlement.
