that story makes the most sense - after all, why would you steal and destroy documents you knew there were exact copies of (like the final official version of a report) - what's the point.

Or more precisely: Why would you keep going back to steal multiple copies (versions) of the same document if they were really the same?

the drafts were the key, and the comments made on the drafts tell the story that the final version of the document, misses.
