I agree. Putin's Russia is becoming bolder and more in-your-face than even the Soviet Union of Brezhnev (and, in quick succession), Andropov and Chernenko. Even Khrushchev's provocations--I am thinking now of his placing missiles just a few miles off the Florida Keys--do not seem a great deal more reckless than the actions of Putin & Co., in supplying weapons and "peaceful" nuclear reactors to our enemies.
At some point, it may be prudent to cut off all diplomatic ties with the new Russia. Perhaps if we were to withdraw our ambassador from Moscow and remove theirs from Washington--in short, treat them as a genuine pariah state--we might get their attention.
"Good luck" to them on getting paid - same as with Saddam, they'll have to eat that cost.
After regime change in Iran, Iran's "terror welfare recipients" in ME (Syria and other non-state losers like Hezbollah, Hamas et al) will be left without financial and logistical and geopolitical support... and it will be the end of the last "Russia-France axis" client-state in the ME they can sell military equipment to.
