Very enlightening article, on Jimmah Cawtah.
The Carter Center has and was set up to be a "shadow state department" in the parlamentary sense of the word.
Jimmy Carter never wanted to let go of power.
He talked to the USSR in 1984 to help mondale try and beat Reagan.
It is literally a center dedicated to represent itsef as a counter to anything which is against his world view.
