I seem to be missing the words "organized militia" and "tended armory" in my copy of the Constitution.

I'm sure he is referring to the "well-regulated militia". But you're right, this guy is just spouting off on a subject he knows nothing about.

I have read that "well-regulated" meant properly outfitted at the time the amendment was written.
