Would Bush actually sign this???
From the article: "Once President Bush approves the agreement, which would be done without Congressional vote, either House of Congress would have 60 days to disapprove the agreement by voting to reject it."
Bush would sign it, and he will sign this once the new Congress is in place. He could not sign it before because Congress would have disapproved it. But NOW THAT BUSH HAS THE CONGRESS THAT HE WANTS -- a Democratic Congress -- he can safely sign the agreement confident that his conservative Republican opponents can't do anything about it.
