Naah, more like the typical result of neglect, absolute privilege and absolute wealth. She is sister of Uday and Qusay, though given the fact that she's female in Middle-East, she wasn't involved in Daddy's little dictator business much and probably thus avoided being twisted by absolute power like her brothers.
