Even so, the conspirators would have had to find someone who resembled Saddam Hussein so closely as to be indistinguishable even by those who knew him personally, and who was also willing to sacrifice himself.
All of this while Saddam was being kept under the strictest security--meaning the cooperation of both the Americans holding him and the Iraqis to who he was released.
