The video's angle makes it appear as if Saddam is horizontal (i.e., on the ground) but, if you watch is closely over and over, you'll see he is still suspended by the rope around his neck.

He's dead.

And the executioners put a plastic sleeve over the knot, with a large flange against the head, to amplify the torsion and thus ensure the spinal chord was severed. That is absolutely lethal, with or without asphyxiation.
