BEIJING, Dec. 29 -- China warned Friday that the military landscape in northeast Asia is getting "more complicated and serious" because of North Korea's nuclear weapons program and tighter defense cooperation between Japan and the United States.
The Chinese views on regional security, articulated in a government white paper on national defense, provided a rare glimpse into the strategic assessments that underlie decisions and priorities of the secretive Chinese military and the Communist Party's policymaking Central Military Commission.
In part, the paper was designed as a response to repeated complaints from the Bush administration that China has not explained the rationale behind its long-term military improvement program. China's announced military budget has risen about 10 percent a year recently, reaching $35.4 billion in 2006, and Pentagon specialists estimate that also counting equipment expenditures would more than double it.
Along with Taiwan's pursuit of independence, the government pointed out as particular security challenges North Korea's missile tests last summer and its maiden nuclear test in October, which undermined Chinese-led diplomatic efforts to create a nuclear-free Korean Peninsula. The most recent round of nuclear negotiations took place last week and ended in stalemate, creating doubts about the utility of continuing the three-year-old six-nation talks.
In listing Chinese concerns, the white paper also cited a U.S.-Japanese effort to build a regional missile defense shield based on U.S. ships equipped with the Aegis radar system and a U.S.-Japanese missile now being developed. The joint defense system, portrayed as protection against a North Korean attack, has been criticized by Chinese officials and commentators because it also could blunt China's missile threat in the event of U.S.-Chinese hostilities over Taiwan.

China's statement is contrary to their own beliefs, in that they have assisted N. Korea for a number of years. China just laughs at us just as they have during the Korean war during the talks at Pyong Yang.
Besides that, who are they to scoff at us?

I have heard that China was being nibbled to death before WW II and has resolved that they will maintain territorial integrity first from now on. They might want Taiwan, more to deny it as a base to a Euro power, especially France, than as something they actually need. China should make an offer, perhaps $2 trillion cash to the USA for Taiwan.
They should offer it to the Taiwanese.

My thoughts? Its nothing more than a policy paper put together by a mid-level on orders from his boss. Doesn't really tell anything not already known.
The big build-up of the PLAN surface fleet is from Russian with Love - Thanks Putin. And its sub fleet technology is mostly extrapolated tech fear they obtained from the USA under the Clinton*/algore regime "Tech for $$$" exchange.
China knows that NK/Lil Kim is a loose cannon and is, IMO, going to play nice with Japan/USA in that area to lessen their damage when his balloon goes up. And I look for increased border skirmishes in 2007.
China and Japan are still hostile on overt & covert levels. This will stay unchanged. I think Japan will become increasingly open about being part of the US umbrella in the region. They want new jets and technology.
Taiwan? You really have to live here to see the craziness that s Taiwan politics. Thats all I will say right now.

Why pay so much when they get far more bang for the buck by just buying our leadership ala Clinton.
34.6 billion is an extremely low figure. It is more like, IMHO, 80-100 billion, and they can do a LOT more with that type of money than we can because they do not have the same environmental, legal, safety, salary, benefit issues we provide for our own personnel and the equipment they use.
China's military buildup is pretty phenominal, particulalry the Naval Buildup and all the new, modern vessels thay are putting to sea in very uick order. It is not being done to have them to play in a bathtub for their admirals.
Look for my 2007 update to that site in late January sometime.
I tell people about China's bluewater Navy and they don't believe me. Our media sure has done a fine job of hiding this information.
