Sen. Clinton Introduces Legislation to Help Prevent Nuclear Proliferation
Hillary Clinton Senate News Webpage ^ | Dec. 7, 2006 | Office of Hillary Clinton

Posted on 12/29/2006 11:52:21 PM PST by FairOpinion

Senator Hillary Rodham Clinton (D-NY) and Congresswoman Ellen Tauscher (D-CA) today introduced legislation in both chambers of Congress to help prevent nuclear terrorism. The Nuclear Terrorism Prevention Act of 2006 would create a senior advisor to the President to focus solely on preventing nuclear terrorism. The bill would also require the President to develop a comprehensive plan to work with the international community to secure the nuclear materials that terrorists could use to build a nuclear weapon. Senator Clinton announced that she would introduce this legislation in a major address to the Council on Foreign Relations on October 31. In addition, Senator Clinton wrote today to the incoming chairmen of the Senate Armed Services and Foreign Relations Committees, urging that they hold hearings in the next Congress to discuss how best to address the serious cracks in the international nonproliferation regime, with the aim of creating a new nonproliferation blueprint for the security of the United States and the world.

The Nuclear Terrorism Prevention Act of 2006 legislation introduced today would create the post of Senior Advisor to the President for Preventing Nuclear Terrorism. The advisor will be responsible for developing a strategy to prevent nuclear terrorism, coordinating the efforts of the Departments of Energy, Defense, State and other agencies. The advisor will lead efforts to work with the international community to develop specific standards for the security of weapons-usable nuclear material and assist countries in meeting these standards. The advisor will also be responsible for providing Congress with a yearly report on all sites with weapons-usable material, plans for securing or removing material from these sites, details of country's efforts to secure their own weapons-usable material and an update on efforts to create specific international standards for the protection of these materials. The bill would also authorize an additional $50 million for the Global Threat Reduction Initiative (GTRI) to encourage countries to replace highly enriched uranium (HEU) with less proliferation-sensitive low enriched uranium (LEU).

Unfortunately, our nation’s influence as a leader in nonproliferation has been eroded by this Administration’s actions. The abandonment of the Comprehensive Test Ban Treaty and the Administration's interest in developing new nuclear weapons, have hurt our standing within the global nonproliferation community. We must restore our nation’s status as a leader in preventing proliferation worldwide. I believe that the committees you chair can help propel that effort forward.

In addition to discussing the issues above, I believe that the Senate can play an important role by examining proposals such as the guaranteed supply of nuclear fuel and a nuclear fuel bank.

I am sure N. Korea, Iran and all the terrorists are trembling. (/sarc)

This is jsut another illustration of why Dems can't be trusted with national security. Their "solution" is talk, talk, talk, have committees, increase bureaucracy but avoid any effective actions at all costs.

Also looks like she wants to give nukes to anyone who asks for it -- it worked so well for N Korea...

"examining proposals such as the guaranteed supply of nuclear fuel and a nuclear fuel bank."

And she has the gall to criticize Bush.

PS. This is a press release from Dec. 7, but didn't see it posted.

That's nice of her. She introduced a piece of paper and this piece of paper is going to help stop nuclear proliferation. She's so great!

It looks interesting on paper. She wants to get the world to use a fuel that is more difficult to make bombs out of should it be diverted. That's fine as far as it goes, but until the threat of mad dictators like Chia Head is addressed, who already have plenty of the potent stuff right at home, it is at most a side show.

Hillary is Great! Repeat after me, "Hillary is the Great Dufus". Next she will propose legislation which will stop murders in New York. She will ask that Sandy Berger be the Senior Advisor to the President for this action.

There are already nonproliferation organizations in the State Department (ISN) and the Dept of Defense (DNN). How many bureaucrats does Hillary want to throw at this problem? This legislation is designed to do two things: 1) Make Hillary look good and 2) Make Bush look bad.

Great idea! Right after the Senior Advisor to the President for Second Hand Smoke, the Senior Advisor to the President for Trans Fats, the Senior Advisor to the President for Internet Control and the Senior Advisor to the President for Fairness In Broadcasting.

Senator Clinton didn't seem too concerned when the "bent one" was sharing our nuclear secrets.

Clinton Gave China Chips for Nuclear War

Clinton-Gore administration allegedly sells vital nuclear secrets to communist China, in exchange for campaign donations in 1996

Clinton's security adviser takes heat for China nuclear scandal

And that's just from the first Google page -- Clinton China Nuclear

I had the same thought. I can see the fear on Kim Mentally Il's and MahMoud Ahm-A-Nutjob's faces that the US will pass a law.

Too funny!!!

The sad fact is that the Dems will ALWAYS put show over substance!!

Ok, regardless of whether this is a good or stupid bill, doesn't the fundamental separation of powers negate congress' power to do something like this?

This should appeal to Eurotwits, the New York Times, and the limp wrists at UC Bezerkly, Univesity of Michigan, Colonumbia, etc. All we are saying is give peace a chance.
