A lot of them were not going to celebrate as long as Saddam was still alive out of fear he would one day return to power and get revenge. Now that he is worm food, they don't have to worry anymore.

Exactly right. There was fear that he would come back to power. Now that fear has died along with this monster.
This is a HUGE step for the Iraqi people.
