Bush could have led the tough on campaign but instead left us to assume he would veto it if it passed.

I disagree that Bush was defeated last month. The way that I see it, Bush won last month. He finally has the Congress that he wants and that will allow him to achieve certain key goals that a conservative Republican Congress would not allow.

Just look at how quick and upbeat the administration response was -- that now they will get their immigration bill passed.
