Washington, Adams, Monroe, Madison, Jefferson, Lincoln Teddy Roosevelt and Ronald Reagan - that's about it.
One does not have to agree with their policies to recognize their abilities. I would have to add Truman, FDR and McKinley to the list. Maybe even Polk.
