That line was used by almost every major STAR WARS character: Kenobi, Anakin Skywalker, Padme, Han Solo, Leia, Luke Skywalker, and possibly, Lando.

I believe you are thinking of a more popular line: I have a bad feeling about this. I never remember Padme or Kenobi saying, "It's not my fault."

You're right. The only two I remember saying "It's not my fault" are Solo and Calrissian.
