You ushered in the 18th Amendment and Prohibition which in turn gave rise to the likes of Al Capone, the mafia and the Kennedy family fortune.It was actually the repeal of prohibition that legitimized Terd Kennedy's fortune.
There was nothing un-Constitional or illegitimate about Prohibition. Some of us just may not have liked it.

Of course there was nothing unConstitutional about it, it was added TO the Constitution by Amendment.

Those of us who don't like the corruption and organized crime that prohibition caused to be unleashed on the country. Criminals loved prohibition.
